A culture in turn can be represented by such things as a person use of language, choice of clothing and media and advertising portrayals. These representations reflect a mix of influences and influence how people treat one another. There is not enough support from the government when we look at the case of Sabine Akhtar , she was 26 year of age and was stabbed through the heart by her husband Malik Mannan in Manchester in 2008 and police had previously arrested him twice and gave him a order to stay away from his wife but no charge had been brought the 36 year old husband and the police made a wrong decision in failing to charge the husband at an earlier stage. (BBC 2009) The British Crime Survey (BCS) measurement of the culture effect on domestic violence is different to the police statistics according to the statistic. The culture effect on domestic violence plays an important role here The aim of my research is to define how the culture has an effect on domestic violence in UK. Over the last 3 years the Coventry Refugee Centre has changed my life I learnt too many things about the different culture of many countries. In UK domestic violence is affecting women and children lives. For many women home is where they face an abusive of relationship at hands of somebody really close to them. They suffer a long term of physical and psychological. They havent got any chance to make their own decision and voice their opinions cannot even protect them as well as their children. This research seeks to determine the different impact of cultural effect on domestic violence in women and children in UK. It will also assess the impact of domestic violence towards the physical and mental health of women and children in UK. The beliefs of abused women may be part of the reason and woman accepts the violence and stays in the relationship for example witnessing physical abuse during ones childhood may predispose some women to believe that it is tolerable in adulthood. Woman who witnessed parental abuse as children tended to be more depressed which may put them at greater risk for tolerating abuse. (Davis 1998) as he noted specifically that such woman tended to replicate to their parents violence and this may teach them that a passive response is the best. As the (Home Office 2008) statistic shows that 54 % of woman in persistently abusive relationships had witnesss parental abuse. Womans cognitive and psychological development may be affected by parental abuse in such a way as to place her at increased risk of victimization. One reason that woman stay is that they may believe that their husbands have the right to beat the Key literature Research literature identifies the following risks factors of domestic violence that can be faced by minority ethnic women: Endorsement of patriarchal views of marriage and womans sexual autonomy Members of a community or family not intervening in cases of domestic violence Isolation from the rest of their community Immigration and asylum legislation that increase dependence on their partner Changes in status, gender roles and traditional supports following migration The low income has also been identified a risk factor for domestic violence and minority ethnic. Woman has a greater risk of living in poverty than majority ethnic women (Newburn 2003) These risk factors also act as barriers to leaving a violent relationship and or even seeking support. Patriarchal norms lead to associations of stigma and shame with leaving a violent relationship. An d also restrictive immigration laws have been identified as a trap for immigrant woman experiencing domestic violence and in response to this issue many countries have adapted their immigration laws to include domestic violence concessions. Minority ethnic women can face discrimination from the majority culture while simultaneously experiencing sexism against them from both the majority group and their own minority ethnic community. This racism and sexism can also make it more difficult to seek for help. Fear that the perpetrators may be arrested or fears to immigration status and lack of trust in the police all acts ad deterrents to seeking support from the police for minority ethnic women. According to the statistic the media has been considered one of many contributing factors in domestic violence. It has been criticized for its portrayal of violence in movies, television and printed form resulting in the desensitization of people with regard to their tolerance of violence. on the other hand the media has also been used a modern communication tool in increasing public awareness of domestic violence and increasing support for ongoing research, funding education and prevention and treatment programs and support for improvement in the laws the criminal justice system and the public policy. The impact of income inequality and social structure may also crate more domestic violence to womens. Mens unemployment or part time employment has been associated with increased rates of domestic violence. (Natalie, Sokoloff and Pratt 2005) Recent study found that unemployment was a significant predictor of violence. That suggested that some men might perceive employment as a critical component of their masculine identity and resort to violence as an effort regain lost status. Some studies report that middle class Asian women are more likely to experience domestic violence than white middle class women among some ethnic and racial minority groups are attributable in part to poverty. Some research has suggested that the discrepancy between employment and income places women at risk. When women earn more than men or have a higher education qualification and employment skills, many men feel psychologically threatened and some use violence to reassert power in their relationship (Lockton and Richard 1997) Immigrants coming to the UK seeking a better quality of life for themselves and their families but the barriers they face are tremendous. Fearing deportation and or the loss of her children and women may be intimidated by her partners threat to report her to the UK Immigration and Naturalization service. She may not realize that the domestic violence is against the law that she has the legal option to stop the battering and those agencies and community resources are available to support her. Different countries and cultures may have their own values and attitudes toward a woman place family, marriage, sex roles and divorce Domestic violence against women occurs in families from all cultural and ethnic groups (Roberts 2003) and intervention policies and practices in treating battered women should accommodate their diverse cultural backgrounds According to the British Crime Survey statists shows that one in five women have experienced domestic violence in their lifestyle and many of these women ended their relationship because of abusive relationship. . According to the survey shows that woman chose to stay in abusive relationship because of fear if they attempt to leave, they will be tracked down and beaten or killed because of this the most women think that any prison time would be temporary and the subsequent and consequences even worse. When it comes to the culture effect on domestic violence Uganda has the highest crime rates of domestic violence, 41 % of women reported being beaten or physically harmed by their husbands. This is because related to the economic factor as well as different life styles and culture differences in Uganda. Methodology research is a complex process, rooted in philosophy in terms of what is there to know and how do we go about knowing it . ( Jewell 2007-2008, 4.4 p 71 -72) I will be dealing with human rather than materials and in order to finish my dissertation and I have to understand the behaviour of the womens with different culture and belief and religion e.g. As I spent of my two years at the Coventry Refugee Centre as an Interpreter and Case worker this gave a good knowledge about diverse people and I understand their opinions and feelings. It will be easier for me to do my interview by using my experience in the past. To describe this philosophy Saunders said that the challenge here is to enter the social world of our research subjects and understand their world as their point of view. To complete my research I will use three data collection methods: Secondary data Interview Questionnaires The secondary date will be used from books, articles to update my literature review to have the best knowledge and to understanding of the general theory aspect on culture effect on domestic violence. I will also get some help from the Coventry Refugee Centre by going on their websites and speak to them face to face when needed. This secondary date will help me to designing the interview questions in order to get the best answers. I will also organise some face to face semi structured interview to understand the effect of culture on domestic violence. I will also use internet search for this search. I have already offered my help to victim support to work for them without getting any paid and hopefully this work placement will give me more about the victim of domestic violence in order to finish my dissertation. I will do some questionnaires to assess the domestic violence this will provide me a good feedback about the domestic violence and the trust in the police and Criminal Justice System. These questioners will provide me some quantitative date in order to get the best possible answers these questioners will given to the random womens. Qualitative result from interview I will use them in a two different ways first I will compare it to the secondary data which is (theory) secondly to the questionnaire results (practice) will examine the peoples view on domestic violence. Results that taken from the questionnaires will be quantitative. The statistic will give me an opportunity analyses the results in order to create some charts, graphs and pies. Sample As I worked as an interpreter and case worker at the Coventry Refugee Centre it is easy for me to access into the centre and get the support that I need. I chosen my participant through my experience place because my topic is based on culture effect on domestic violence there are many women been victim of domestic violence in their home countries. I will hopefully do my interview at the Refugee centre everything will be confidential and no one will be allowed to see it. However there are some difficulties to do this interview. I will try to arrange an interpreter for them in order to finish my research proposal. Ethnical issues A different example is research on domestic violence for example interviews with those who haven abused to determine the effects of such violence or surveys of how frequently such episodes take place (husbands being violent to their wives or children and wives being abusive towards their husbands). Research on domestic violence investigation topic that are private and stressful and because of this have the potential to cause further pain harm to individual who are already experiencing abuse. It may also expose incriminating information and expose individual to risk. Therefore I need to be fully prepared to deal with the likely effects of the research for example the effects on participants on their families on the researches themselves (conduction such research may be distressing) and on the implications of the research for legislation. Another example of a sensitive issue the false memory and recovered memory debate( ) over the past 20 years the famous memory psychologist Elizabeth Loftus has written about the validity of recovered memories of childhood abuse. These memories commonly come to light only after therapeutic sessions with people who use techniques such as guided imagery to explore early life experience. This domestic violence research is socially sensitive because there are potential consequences for people who have claimed to have recovered memories and for their families. Therefore to complete my research some ethnical rules that I have to take into account and consideration in order to achieve the best results. I will sign the ethics checklist and compliance form and will sign it will give it to my supervisor. And also the questions that I will ask during the interview have to approve by my tutor. For each interview that I will ask for a signed agreement as a proof for my research. Interview data may be confidential therefore I have to keep this data and let anyone else to see it. Then I will show my questionnaire to my supervisor before I giving them out to the people. I will be dealing with woman with cultural views, being sensitive to other cultures is easier said than done. Cultural sensitivity has nothing to with the art and music of a culture and almost everything to do with respect, shared decision making and effective communication. Too often researches ignore these values, the life style and the cognitive and affective world of the subject. Reflection I have learnt too many things about the research method and technique that are used in it. Having completed this research that based on culture effect on domestic violence improved my argument skills in a paper. Using and collecting the datas and example of statistics my arguments has become much better than what it used to be. And a reader will take my arguments more seriously. My researching skills also improved in a positive way during this research proposal. In previous researches for my study I used to stuck on how to gather information but now I am able to use a largely different of sources I can now understanding the topic more widely and it also helps me to make a better argument. In my opinion this research my best research paper that I dine in my life the grade that I will get for it might not show a good grade but what I learned from it will benefit for my future researches. I spent about two days just for doing then actual research. It will be useful for the next year when it come to the dissertation by using these new techniques that I have learnt from this research proposal my arguments will hopefully more clearer and will be more apparent. Escape from Reality in A Farewell to Arms In Ernest Hemingway's A Farewell to Arms, Fredric Henry gets involved with Catherine Barkley to escape the insanity of war. Frederic loves Catherine. Catherine loves Frederic. The extreme situation of war and fate allowed both of them to be thrown together and fall in love. This love for one another was an escape into another world for Frederic. It provided him emotionally with a private place, where he could go to separate and evade the horrible realities of war occurring in and around him. Under any other normal circumstances this love probably would have never happened, but the pitcher had the curve ball in for Frederic from the first throw. He wanted him out. From the beginning, Frederic and Catherine's relationship started in a strange state. Frederic knew Catherine was a little cooky, but he still continued to pursue her. He did not even love her at first, but he still needed a way of escaping his present situation, so he decided what the hell, and went after her. Plus, he really didn't think he had anything to loose. There were no stakes named from the start. He didn't really care if he lost anyway. "I did not love Catherine Barkley nor had any idea of loving her. This was a game, like bridge, in which you said things instead of playing cards. Like bridge you had to pretend you were playing for money or playing for some stakes. Nobody had mentioned what the stakes were. It was all right with me. (Hemingway, 30-31) But this is where Frederic made his mistake. He kept his distance from right and wrong regarding war and love. He had separated himself from war and seemed to have no place in it at all, mentally or physically (for example when he is in the hospital in Book Two). But when Aymo is killed by his own army, Frederic discovers the reality that he is not really separated from this event at all. He is very much part of this war whether he likes it or not. At this point, he seems to go a little crazy himself and gets scared. He needs a way to escape immediately and ends up separating himself again through love. Frederic had not been prepared for the stress and pressure of the reality he had faultily deluded himself from.

The History of Harlem - Cultural Epicenter of America’s Black community

Over a significant time frame, African Americans have been forced to endure numerous hardships – one of which being the negatives stigmas that unfairly generalize their people, culture and way of life. Therese stereotypes of a whole nationality label Blacks as, â€Å"superstitious, lazy, ignorant, dirty, unreliable, (and even) criminal,† (â€Å"Stereotypes†). Such generalizations are products of the public’s perception, which has been diluted by rooted historic and current prejudice as well as the media’s conveyance of a well-known African American cultural center: Harlem. Despite negative connotations associated with it, Harlem stands as a community that strives to flourish and maintain its strong cultural status. George Canada, the founder of the Harlem Children’s Zone, states, â€Å"People think kids are all violent, and they’re all out fighting and shooting. Most of our children want to grow up in a peaceful community where they c an live their lives and become successful adults† (â€Å"Your City†). Because this area has been subject to consistent historic change, its past is rocky, which accurately mirrors the struggle of the African American people. In order to achieve a better understanding of both the African American community and its cultural hub, it is essential to know the area’s unique cultural history. Ancestral Influence in Hawthorne’s Writing Can the sins of ancestors pass down upon the next generations? Hawthorne believed that it was possible and he expresses his beliefs through his writings. Hawthorne was well aware of his ancestral consequences of wrongdoings and he held the sense of guilt of his ancestor, so many of his writings were gothic, dark, and dealt with evils. Nathaniel Hawthorne’s historical background of living in Salem and his ancestral connection to Salem Witch Trial influenced him to question the fate of the family carrying the sin of past mistakes in his novel, the House of the Seven Gables.Nathaniel Hawthorne was born in Salem, Massachusetts, and he is the descendent of John Hawthorne, a judge of the Salem Witch trial. During the witch trials, hysteria and delusions clouded everyone’s eyes and unjust persecutions spread and killed many of the innocents. Judges at the times had the power to persecute the witches, however, the whole incident was a horrible delusion (Wright). This ancestral wrongdoing has hunted Hawthorne throughout his lives. Hawthorne lost his father from the yellow fever when he was four and his mother obliged to live with her parents because they were financially troubled.He lived very isolated because his mother kept herself isolated as well. Hawthorne believed that the depressing circumstances of their family were caused by the curse of victims from Salem Witch Trials (Hawthorne xvi). This belief of Hawthorne clearly is reflected in the characters of the House of the Seven Gables. Similar to Hawthorne, a Salem family of Pyncheons has believed and suffered from the curse passed down from Matthew Maule, an innocent victim of Colonel Pyncheon. He was accused of witchcraft and was executed due to the unjust claim of Colonel.Before Maule’s death, he proclaimed, â€Å"the God will give him blood to drink,† which came true shortly after when Colonel Pyncheon dies in the same manner as descr ibed by Maule. In the future generations, the decedents of Pyncheon family that have been living in the house was as if trapped in it, they were bonded with the house surrounded with dark aura. Colonel was a dark, wicked, greedy man and his decedents are haunted with the consequences and the evil deeds of their ancestors. Similar to the Salem Witch trials, greed and lies covered the sins of both crimes and it haunted to future generations. Hawthorne xvii). Both stories closely resemble each other because Hawthorne has been greatly influenced from his cultural background and ancestral histories. Both Hawthorne and Pyncheon were the descendent of the Puritan. Because Hawthorne is influenced greatly with the Puritan beliefs, the novel, The House of Seven Gables, is expressed with full of puritan ideals, curses, and sins (xiii). Hawthorne, from his view of the witch trials, also criticized that Puritans were too self-righteous and lacked of human heart (Hall).The setting for the novel w as taken place at Salem, where the House of the Seven Gables exists, and it was also was where Hawthorne was born and raised. Maule also came from the name, Thomas Maule, a criticizer of the witch trials. The House of the Seven Gables too, was actually molded from his cousin’s, Susannah Ingersoll, house in the Massachusetts. It is also an actual incident that occurred during the witch trial that one of the victims of witch trial, Sarah Good, had told Reverent Noyes, the sinful accuser, that, â€Å"if he took her life away, God would give him blood to drink! Many of the settings and characters were created from Hawthorne’s surrounding influences and people (Hawthorne xiii – xx). Hawthorne uses curses as to symbolism of his past and present, influencing in many of his writings. In the preface, he stated, â€Å"The wrong-doing of on generation lives into the successive ones, and divesting itself of every temporary advantage, becomes a pure and uncontrollable misc hief† (Chandler 46). He believed that the sins and evils have passed down from the past and is binding them from happiness.It is said that Hawthorne even changed the spelling of his name, possibly to escape the shameful act of his processors. His novels gives traits of Hawthorne’s will of retribution and search of the remorse for the past mistakes of his ancestors. As he finish telling the story, the atmosphere they had was similar of what was in the story; Holgrave had the power to control Pheobe because she was almost hypnotized situation by his stories.However, despite his longing and awkward relationship with Pyncheons, Holgrave chose the way to love and care for Pheobe instead of controlling her with his power. This progress, Hawthorne showed that it was possible to break and escape from the bond of the evil doings of their ancestors (Bell). In the end of the novel, Pheobe Pyncheon, a member of Pyncheon family, Holgrave, a descendent of Thomas Maule, falls in love. This was the moment when the curse of the Pyncheon was lifted from all the characters in the book.They got married and it will be a great progress to get over then coincidence between Matthew Maule and Alice Pyncheon. Fr om this passage, Hawthorne probably believed that the curse of ancestral sins and evils can be cured by the love and forgiving of the people. Humanitarian Intervention Essay

By way of analogy, one should think of the world as a large neighborhood where people live and go about their business. Naturally, whenever one would ask for help, they would approach their neighbor for it and it is up to the latter to render that help or not if it is within their capacity to provide that help. The issue here now is what if help is not asked for and yet a neighbor sees trouble. Would he let them be or get involved to address the issue? Viewing it from a bigger picture, the world stage also faces this kind of problem. There are states that also face a similar situation. The challenge now is, should other states intervene even if they are not â€Å"invited? † This is the dilemma facing members of the international community today and even the United Nations, supposedly the first line of defense and the court of last resort of states that are in danger of becoming failed states or where political instability is too much for national governments to handle on their own or they became repressive towards their own people that the latter have nowhere else to turn to. There are some states that want to intervene in the affairs of other states precisely for this reason, which is primarily to help, nothing more. But this would present a dilemma. Which is more important or carries more weight, (international) human rights, or (national) sovereignty? Is there a distinction between â€Å"humanitarian intervention† and imperialism? What could be well-meaning intervention to help the poor and oppressed people of a particular country could be viewed as an invasion or an encroachment or violation of sovereignty and thereby earn the condemnation of the rest of the international community. The issue now is if the intervention undertaken is legitimate. Legitimacy of actions is not definite and is subjective, depending on how one views it. The Following are cases of humanitarian interventions conducted in the past and how did the international community react to it: East Pakistan (Bangladesh) – 1971: When British India became independent from Britain in 1947, it had adverse consequences, independence also led to the partition of India which saw the creation of a separate Muslim state of Pakistan. Pakistan, in turn, was divided into West Pakistan, where the seat of government is situated and East Pakistan, located along India’s eastern border. These two states are separated by India. Furthermore, despite carrying the same name â€Å"Pakistan,† these two states are culturally different despite being Muslim, those in the east speak Bengali, a language that is related to that of the Indians. The east Pakistanis did not feel any cultural affinity with those from the west and they feel marginalized. Because of this â€Å"cold† treatment from the west, they began batting for autonomy led by the Awami League of Sheik Mujibur Rahman. The leaders in the west saw it as an act of secession and moved swiftly to suppress it through military intervention. What happened next was a virtual civil war as the East Pakistanis, or Bengalis resisted the West Pakistanis, seeing them more as invaders and the latter responded with severe repression that saw countless atrocities being committed. The matter was brought up the United Nations (UN) where the actions of Pakistan was condemned yet no severe action was taken as the UN Security Council was divided with the United States and China backing up Pakistan and the Soviet Union on India’s side. The partiality of the superpowers prevented any punitive measures taken against Pakistan. India had been covertly supporting Bengali resistance served as the latter’s staging area for attacks against Pakistani occupiers. This led Pakistan to believe India joined the battle and the Third India-Pakistan War broke out. Eventually, Indian forces prevailed. India’s victory also assured the independence of East Pakistan which was renamed Bangladesh (Wheeler, 2000, pp. 63-64). Somalia (1992-1993): UN involvement in this East African nation stemmed from the famine that has nearly devastated Somalia. This was further exacerbated by the increasing anarchy brought about by the lack of a central government and with competing warlords vying for control as civil war broke out in 1991. The UN organized a peacekeeping mission called United Nations Operation in Somalia (UNOSOM) calling for the establishment of a security force of 50 UN troops in Somalia to monitor the ceasefire. Despite the UN’s efforts, the ceasefire was ignored by the warlords, especially Mohammed Farid Aidid. Fighting continued and further intensified, jeopardizing UN relief efforts as they were targeted for attacks as well. The harassment of UN personnel prompted the intervention of the United States in what became Operation Restore Hope to ensure the continuation of the relief efforts and what makes American presence different was that it was authorized to utilize â€Å"all necessary means† to ensure the protection of the relief efforts which it initially did, conducting proactive military operations against militias until October on 1993, following the â€Å"Blackhawk Down† incident in October of 1993, the Clinton Administration, in a knee-jerk reaction to the casualties incurred (18 US soldiers killed and one captured), ordered the pull out of US forces from Somalia (Wheeler, 2000, pp. 172-176). The absence of American military muscle also led to the pull out of UN forces from the region as well and Somalia is still what it was 10 years ago where lawlessness still prevailed and this was further evidenced by the proliferation of pirates along the Indian Ocean which used Somalia as the base of operations owing to the lawlessness there. Rwanda (1993-1994): In the case of Rwanda, ethic conflict broke out between the Hutus and Tutsis. The UN intervened through the creation of the United Nations Assistance Mission for Rwanda (UNAMIR) on October of 1993 to oversee the peace efforts in the region. The biggest contributing countries along with Belgium were Ghana, Tunisia, Bangladesh, and Canada. In the latter part of 1993, both Hutus and Tutsis appeared to be honoring the Arusha Accords, and reaffirmed such commitment to creating a new, broad-based transitional government by the end of the year. However, things went sour following the downing of the aircraft carrying Rwandan President Habyarimana and Cyprien Ntarayima of Burundi. It inflamed hatred and a killing spree ensured. Among the first targets of the genocide were Prime Minister Agathe Uwilingiyimana and 10 Belgian members of UNAMIR after handing over their weapons to Rwandan government troops. In a knee-jerk reaction similar to what the Clinton Administration did following the international embarrassment the United States suffered in Somalia in 1993, Belgium pulled out its troops from UNAMIR and other contingents followed suit. UNAMIR was left with 270 soldiers supported by less than 200 local authorities. The UNAMIR did the best it could with what forces remained. As individuals and as a group, members of the UNAMIR forces did manage to save the lives of thousands of Tutsis in and around Kigali and the few areas of UN control. Despite their best efforts, to the eyes of the world, they appeared to be apathetic or indifferent, standing idly by as Hutus were murdering Tutsis on a larger scale. The French deployed troops following the outbreak of the genocide yet it was for the purpose of evacuating their embassy as well as several members of the late president’s cabinet (Wheeler, 2000, p. 219). The genocide eventually abated with the arrival of a multi-national force from several African states. Yugoslavia (1995-Present): Following the collapse of the communist regime in Yugoslavia, age-old ethnic hatreds reemerged as pre-World War I states began to come back into existence as the nation Josip Broz Tito once ruled disintegrated. This was very apparent in the hatred towards the local Muslim population, particularly by the (Bosnian) Serbs. There were eight UN PKO’s in the former Yugoslavia and they were made up of over 20 member states. Despite signing a truce, the civil war resumed and it was the Bosnian Muslims, and later the Kosovars who bore the brunt of Serb brutality which was presided over by Yugoslav President Slobodan Milosevic and Serbian leader Radovan Karadic. They invoked nationalism to inflame the passions of the Serbs who then proceeded to conduct â€Å"ethnic cleansing† which was underscored by the massacre at Srebrenica in 1995 which was supposed to be a UN â€Å"safe area† and this happened after Serb forces drove a UN peacekeeping contingent out when the latter could not defend themselves against a larger Serb force and had to pull out. In retaliation, there were some peacekeepers even held hostage by the Bosnian Muslims and used as human shields to force the North Atlantic Treaty Organization (NATO) into attacking the Serbs. Seeing the ineffectiveness of the UN PKO, NATO began to intervene to add more political muscle starting with air strikes to bring the Serbs back to the negotiating table and eventually deploying troops to enforce the peace in the troubled region as a â€Å"stabilization force† and took it upon themselves to go after Serbian war criminals (Wheeler, 2000, p. 16). Analysis: Upon close analysis, all these situation involved humanitarian intervention which called for the deployment of a military force to make humanitarian relief efforts possible. Among the given cases, it would be nearly impossible to determine which is the least justified. If there needs to be one, it would have to be India’s intervention in Pakistan’s civil war which became its war against Pakistan as well. It would be least justified if it is seen from a legal perspective. India was interfering in what seemed to be an internal dispute between Pakistan. Beyond the legal however, one has to take into consideration that India is flanked on both side by East (Bangladesh) and West Pakistan and strategically she would be in peril considering that her relationship with Pakistan is anything but cordial and as such would rather the face one opponent instead of two. Secondly, the Bengalis were closer to them than the Pakistanis despite being Muslim. Somalia, as well as Rwanda’ would turn out the ones that badly need humanitarian intervention. Given the utter lawlessness and chaos that has visited the country, it appears that the Somalis and Rwandans could not seem to address their problems and this thereby necessitates humanitarian intervention given the fact its people are suffering from famine and genocide respectively. Aid could not get through to them since there is virtually no government there to bring order and it is the warlords who are in charge and they care about is power. After seeing the UN as weak in enforcing its will, the United States, under the first Bush Administration, took the lead in bringing order back into Somalia but unfortunately the Clinton Administration took a different approach especially after the â€Å"Blackhawk Down† incident. Instead of following through to bring Aidid to justice, they decided to pull out. The same thing can be said in Rwanda as well, especially after the murder of the Belgian peacekeepers. Putting them together, the west appeared to be somewhat unwilling to make sacrifices to help address the problems of the Somalis and Rwandans, especially after the deaths of their people. It is as though they felt Africans were not worth saving or dying for and this has sent a wrong message – the west is unwilling to sacrifice for Africans and this also contains racist undertones and has placed a sense of embarrassment to the west for their apparent apathy or â€Å"cowardice† towards Africa. Yugoslavia proved to be the application of the lessons learned from Somalia and Rwanda as the Serbs went on an â€Å"ethnic cleansing† spree, killing Muslims. When news of the atrocities became known throughout the world, they took a stand and finally acted upon it with the deployment of NATO forces to enforce the peace but at the same time, operate with rules of engagement that would enable them to defend themselves appropriately while carrying out this vital mission. Wheeler’s point is that moral considerations should be taken into account. It can be inferred in his work that human life is the most precious thing on the planet and these are wasted or sacrificed needlessly by their own people and government for the sake of power or out of spite. Governments are supposed to look out for their citizens and if they cannot do this, who can the people turn to? This is a symptom of a failed state and it should be the moral responsibility of the international community to help restore order. The problem with laws, both national and international is that it is not perfect. Just because things are put into law does not mean it is perfect and explicit. Laws are inherently implicit as loopholes will be found and used to get around it and this is what prevents humanitarian interventions from taking place or condemn those who do intervene. Nevertheless, Wheeler presents a valid point in emphasizing the moral factor which he feels, as well as most of the world probably feels as well that as a (global) community, â€Å"neighbors† should look out for each other as well because what may seem an internal matter might someday move to their doorstep someday. There is certain parts of the movie were Sam is the narrator and there is others were Nick is the narrator. For instance, the scene were Sam was trying to get his gaming licensees. He starts talking about how he is being questioned by people about his connection with mob connected Nick. A scene were Nick was a narrator was the one were he was talking about the FBI being on his tail, but, he is not worried because he paid top dollar for scanners, debuggers, and etc. You can feel what the characters are going through at the parts were they were also playing narrator. While the hearing was going on, the editor must have decided that it would be a good idea if they cut from the hearing room to the anchorwoman. Telling what was going on while this was going on. If you have a documented disability, or are just curious about what it takes to get SAT extra time, you may be wondering about the process of getting SAT accommodations. We’ll take you through the process step-by-step, and show you how to maximize your odds of getting accommodations. If you’re taking the SAT and have a disability or other condition, you will want to read this guide! Overview of the Accommodations Process There are two ways to get accommodations on the SAT – either by requesting them through your school, or requesting them yourself using a paper application. College Board strongly encourages going through your school, since they allow school coordinators to use their online Services for Students with Disabilities (SSD) system. If you use the paper request system, it will take longer, plus you will have to provide much more documentation about the accommodations you need and the condition that you have. Even by going through your school – the fastest option – getting your accommodations can take up to seven weeks. That means if you want accommodations by a certain test date, you should begin the approval process well in advance. For some tests you may even have to begin getting your approval during the previous school year. For example, if you want to take the October SAT with accommodations, College Board recommends you begin the process the previous spring. Getting accommodations can be a long process, and will require lots of documentation. It should go without saying that you should only seek accommodations if you have a disability or condition that requires them. Typically, most students who get accommodations on the SAT are students with disabilities who also receive accommodations at school. Still, if you don’t receive accommodations at school but think you may need them for the SAT, read on to learn about the process and your odds of getting accommodated. The Three Basic Steps to Getting Testing Accommodations 1. Start the process early enough to make sure you have time – keeping in mind it takes seven weeks once your materials are submitted. Keep reading for a detailed timeline! 2. Send your request and documentation to College Board, either through your school’s SSD coordinator or via paper. (For more on documentation, types of accommodations, and conditions that are most commonly accommodated, see below.) 3. Once College Board approves your request, they will give you a seven-digit code. Use that code when signing up for the SAT online and your accommodations will automatically be included. What Kind of Disability or Condition Do I Need to Have to Qualify? To get approval of your accommodations by College Board, they need to verify you have a documented disability or condition that impairs your ability to take the SAT. For the SAT, students with disabilities like the following are often accommodated, though this is not an exhaustive list: ADHD Autism Spectrum Disorders Communication Disorders Head Injuries Hearing Impairments Learning Disorders Physical/Medical Disabilities Psychiatric Disorders Tic Disorders/Tourette’s Visual Impairments Note that limited English proficiency is not considered a condition that College Board can provide accommodations for. Instead of working with your school’s SSD coordinator or sending in the Accommodations Approval form to College Board, you will submit a different form, which you can access online here. What Are Common Accommodations? The accommodations you can get will vary based on your needs and situation. Here are some of the most commonly given SAT accommodations: Extended time (50% extra is most common, anything more than 100% is considered rare) on either one section or the entire test Computer for typing essays Extra or extended breaks Reading/seeing accommodations (e.g. large print, Braille, magnifier) Scribe for essays Reader for the test Different setting – e.g. preferential seating, small group, or a private room For a more exhaustive list, see this College Board guide. As an example, a student with ADHD might take the test with a small group of students to minimize distractions. Or a student with a learning disability in math might receive extended time on the math sections. Or a student with diabetes might request frequent breaks to be able to track their blood sugar during the test. There are many different potential combinations of condition and accommodation, and they will change based on your particular situation. Extended time, extra or extended breaks, computers, and reading/seeing accommodations are among the most common, though there is a much longer list of potential accommodations. (The College Board provides a more exhaustive list including rarer accommodations like special time of day and special lighting.) If you need an accommodation not listed, College Board encourages you to submit your request anyway for approval. Timing to Request SAT Accommodations Get ready to plan ahead. Make sure to begin the process of seeking accommodations early. The approval process can take up to seven weeks, and only begins once College Board has received all of your documentation. If some of your documentation is missing and/or you have to resubmit information, the seven-week process will begin all over again. Since preparing documentation and getting all of your information to College Board will take some time, even if you are working through your school, make sure you begin with plenty of time to spare – at least three months before your desired test date to be safe. So How Do I Apply for SAT Accommodations? Method 1 (Highly Recommended): Go Through Your School College Board recommends, and we agree, the most efficient way to get accommodations is to go through your school. Specifically, contact your school’s Services for Students with Disabilities (SSD) coordinator. If you’re not sure who that is, contact someone at your school’s guidance counseling department and they will be able to direct you. Your school’s SSD coordinator will be able to use College Board’s SSD Online service, which is a more streamlined accommodations approval service. In fact, it’s likely your school’s SSD coordinator has already been through this process with other students, so they will be familiar with College Board’s SSD system and will be able to help guide you through the process. The SSD coordinator will provide you with a parent consent form, which you need to get signed by your parents/guardians and returned to the school before the process can begin. Next, the SSD coordinator will sign up for SSD Online, and submit documentation related to your request, including your IEP (Individualized Education Plan) or 504 Plan if you have one. (If your school’s SSD coordinator is new to the process, direct them to this link for College Board’s instructions.) In other words, your SSD coordinator will handle most of the process, including making the request and providing necessary documentation. In most cases, this means your family does not have to provide additional documentation. However, you may need to provide extra documentation if any of the following scenarios apply: 1. You are not on an IEP or 504 Plan, or have one but haven’t been using it for at least the last four months, or haven’t been receiving any accommodations for at least four months. Basically, if you haven’t been receiving accommodations at school, College Board will want to know why you need them for the SAT. 2. Your school does not have documentation that meets College Board guidelines. 3. Your disability testing is not current. 4. You’re requesting an uncommon accommodation like more than 100% extended time. College Board will want to make sure that, when granting exceptional accommodations, you actually need them. After your SSD Coordinator submits your request, College Board will send back an approval or denial within seven weeks. One benefit of the SSD Online system is that, if College Board requires extra documentation or something is missing, they will be able to immediately alert your school’s SSD coordinator, which will speed up the process. Method 2: Submit a Paper Request If you can’t use your school’s SSD coordinator to submit a request, it is also possible to submit a paper request to College Board. This method takes longer, since you are mailing documents rather than sending them online, plus you will have to provide much more documentation. First of all, to get the form, you either need to pick it up from your school’s SSD Coordinator or request it from College Board’s SSD department, whose contact info is below. (For example, do not request both a reader and a cassette player if you need the test read aloud.) Also make sure you provide information about those accommodations, including your history of using them at school, and your performance with and without accommodations. (For example, if you are requesting extended time, include a comparison of your work ability in timed and untimed conditions.) Finally, and most importantly, you will provide documentation about your disability. This includes information about your IEP or 504 Plan if you have one, most recent cognitive or ability testing, and most recent medical evaluation if you have a medical or psychiatric disability. Documentation required will vary by disability and the accommodation(s) you’re requesting. Your documentation must be very detailed – not just a medical note or your IEP. Okay, so it might not take this much documentation to get SAT accommodations, but it might feel like it! Once you send in the form, College Board will first verify that you have sent in all necessary documentation, and request more if needed. After that, they will either approve or deny your request. Approved? If your request for accommodations is approved, your accommodations will remain in place until one year after you graduate high school. So once you’re approved, you don’t have to worry about ever going through the process again! College Board will give you a seven-digit code to use whenever you sign up for a test online. You will be able to use your accommodations on all College Board tests, including the PSAT, SAT, SAT Subject Tests, and AP Exams. To use them on SAT and SAT Subject Tests, use your code when you sign up online. For the PSAT and AP Exams, inform your school you receive accommodations from College Board and they will make sure your accommodations are in place on test days. If you have to change your accommodations, either inform your school’s SSD Coordinator and have them submit the request through SSD Online, or submit your request independently. Again, the fastest way to change your accommodations will be by going through SSD Online, so use that if possible. More Hints and Tips If you need accommodations, get them as early as possible in your high school career. Since College Board’s accommodations will last until after you graduate, the earlier you get your accommodations the more you will be able to use them – especially on AP Exams and the PSAT, which you may begin taking as a sophomore or even a freshman. If you’re unsure if you need or want accommodations on the SAT, consider your situation. If you’re on an IEP or 504 Plan that grants you extra time, breaks, or tools on tests, it’s highly likely you will also benefit from those accommodations on the SAT. Remember, the SAT is a very challenging test that requires a ton of mental processing, math calculations, and writing in a short period of time. Plus, it will be easier to get accommodations on the SAT if they are similar to ones you have been using in school. If you are not on an IEP or 504 Plan at school, but have a condition that will make the SAT difficult, consult with your school’s SSD Coordinator about taking the SAT with or without accommodations. It will be harder – though not impossible – to get accommodations if you are not on a plan with your school, so determining if you need them will be an important first step. You could also try taking SAT Practice Tests with and without the accommodations you think you will need to get a sense of if you want to request them. For example, if you think you will need extra time, try taking one practice test using typical SAT timing, and one with extended time. If your condition or disability makes it markedly more difficult to complete the SAT in the allotted time, consider seeking out the accommodation. Don’t underestimate the SAT! Finally, whether you end up getting accommodations or not, make sure you take enough time to study and prepare for the SAT.
